For ethnic nationalities to fully enjoy equitable treatment under the law, a truly federal system must be established through both constitutional and legal reform. To support the development of a federal system in Burma, ENAC approaches constitutional and legal affairs through training, education, and advocacy.
In its approach to constitutional and legal change in Burma, ENAC has partnered with experts from both Burma and the international community, ethnic armed organizations (EAOs), ethnic political parties, civil society organizations, and community-based organizations to build capacity and develop a common understanding on Federal Union of Burma. Through such partnerships, ENAC has organized several workshops since 2014. In March 2016, ENAC organized a six-day workshop titled “Drafting Key Principles and Characteristics for a Federal Union of Burma.”
