The book “Fiscal Federalism” launching ceremony took place at Best Western Green Hill Hotel Yangon, on June 14. It was launched by Ethnic Nationalities Affairs Center-ENAC.
Dr. Pon Nya Mon, Deputy Executive Director of ENAC said the idea behind of launching the Fiscal Federalism book was to promote Fiscal Federalism in Myanmar, “Federalism means powers sharing between state government and federal government. Powers sharing could be political power and fiscal power. Fiscal power means taxation power. If the governments do not have taxation power, how could they operate? In the book, detail element of fiscal federalism is included; what type of tax between state government and federal government should be sharing, how the state should collect tax, etc.”
In Federalism, the state government should have their own tax and power. So they should not ask funding from the federal government because the federal government itself has its own activity.
Dr Axel Harneit-Sievers, Director of The Green Political Foundation also wished for Myanmar that achieving functional federal system by working towards living conditions which are equally good for everybody in Myanmar by referring to Germany model of equivalent.
